Tom Shepherd, an MSHA-qualified electrician with more than three decades of mining experience, was born and grew up in Riverton, Wyoming, graduating from Riverton High School in 1971. He attended the University of Wyoming, receiving a Bachelor of Science degree in May 1976. In September 1976, he began working in Gillette at Belle Ayr and Eagle Butte mines in several positions, including maintenance electrician, maintenance supervisor, and in the IT department. He also worked as a scale technician, and along with a coworker, holds a patent for scales.

In July 1995, Tom started working at Cordero Mine as a maintenance electrician, retiring in August 2010.

He has been instructing at Gillette College since his retirement.
