1. What is a CARE team?

  • Is a team of professionals from a variety of campus programs and services
  • Provides training for identifying and effectively approaching students of concern
  • Provides consultation regarding specific concerns
  • Assists with making appropriate referrals to campus and community resources
  • Can clarify faculty procedure for referring distressed, distressing, or disruptive student situations
  • Can provide support, coordination of intervention services, referrals and follow-up for identified students

2. What is a Crisis?

  • A crisis is an acute psychosocial stress response, often accompanied by a loss or a need for problem solving, which significantly upsets   one’s normal way of coping.
  • Individuals in crisis often experience feelings of panic, helplessness, anxiety and depression.
  • Individuals in crisis may feel the need for immediate support. Crises call for calming, compassionate support.
  • When the crisis has calmed, the individual may or may not desire to seek professional help.
  • If an individual has frequent crises or remains in crisis for prolonged period, she/he also should be encouraged to make an appointment with Counseling Services.

3. What is an Emergency?

  • Emergencies are life threatening in nature; which usually requires some immediate action. Please contact Emergency Personnel immediately for assistance.
  • Emergency situations pose an immediate danger to health, life, property or environment.

4. Why does the reporting person need to share their contact information in the incident report?

  • The CARE team needs to be able to contact reporting individuals for clarity and to gather additional information during our investigation and preparation to help the individual of concern.

5. Does the CARE team inform the individual of concern who submitted the alert/report?

  • No, the CARE team does not share any information with the individual of concern. The focus during the intervention is on the student.
  • All CARE incident reports are handled with professionalism and confidentiality.
  • If a report is not handled with professionalism, please contact the Dean of Students as soon as possible.

6. Will the documents and information shared in the incident report remain confidential?

  • Yes, the CARE team has adopted the following Confidentiality Statement and Understanding of FERPA.

CONFIDENTIALITY STATEMENT & UNDERSTANDING FERPA

FERPA protects the privacy of students’ education records. FERPA does not prohibit or in any way restrict a district employee from sharing what they personally observe. In other words, a district employee would not violate FERPA by advising the CARE Team of what he or she saw or heard when directly interacting with a student, when observing a student interact with others, or when otherwise observing a student’s behavior or demeanor.

In addition, if a NWCCD faculty member notices disturbing content in a student’s writing or artwork, the faculty member should refer this to the CARE Team. Although the student’s writing or artwork would likely be an education record protected by FERPA, FERPA authorizes school officials such as faculty to disclose education records to other school officials who have a legitimate educational interest in those records, without the student’s consent. Since the CARE Team is responsible for identifying, responding to, and supporting at risk NWCCD students while simultaneously attending to the needs of the NWCCD community, in these circumstances, the members of the CARE Team would have a legitimate educational interest in examining the student’s writing or artwork.

Protecting student privacy is a high priority of the CARE Team. Records and proceedings of the CARE Team are kept confidential and shared only on a “need to know” basis in a manner that is consistent with District policy and the District’s obligations under applicable law, including FERPA.
